COMMISSIONER PROCEEDINGS

 

On January 17, 2012, the Perkins County Board of Commissioners met in Statutory Session.

 

The meeting was called to order by County Clerk Rita Long at 8:30 a.m. Nominations for Chairman of the Board were requested.  Commissioner Deaver made the motion that Commissioner Pankonin be named Chairman of the Board for year 2012, seconded by Commissioner Colson, roll call vote, 2 ayes, 1 abstain, motion carried.  Commissioner Deaver made the motion to have Commissioner Colson serve as Vice-Chairman for year 2012, seconded by Commissioner Pankonin, roll call vote, 2 ayes, 1 abstain, motion carried.  Resolution 2012-03 adopted.

NOW THEREFORE, It is hereby resolved that Commissioner Pankonin is the duly elected Chairman for the coming year of 2012, done at Grant Nebraska this 17th day of January 2012, and that Commissioner Colson serves as Vice-Chairman for year 2012.

It was announced that notice of this meeting had been published in the Grant Tribune-Sentinel on January 12, 2012. Chairman announced the location of the Open Meetings Act Poster in the Commissioner’s Room.  Commissioner Deaver made the motion to approve the minutes of January 3, 2012, meeting as published in the Grant Tribune-Sentinel.  Commissioner Colson seconded, roll call vote, 3 ayes, motion carried.   The agenda was reviewed.  Motion was made by Commissioner Colson to approve the continuing agenda, seconded by Commissioner Deaver, roll call vote, 3 ayes, motion carried.

NOW THEREFORE: It hereby be resolved that the foregoing Resolution and Appointments be enacted for the ensuing year of 2012.

The County Board set the amount to be allowed for an indigent funeral at $2500.00 plus grave opening.

 

The County will pay the State of Nebraska mileage rate, .55˝ cents per mile. 

 

The County Board set the amount to be allowed for Gravel at $1.25 a yard out of our leased Gravel Pits.

On Thursday at 4:00 p.m., before the Commissioner Meetings, will be the deadline for submitting claims to be approved at the regular meetings and for items to be placed on the Agenda.

 

8:42 a.m. Chairman opened public forum and close at 9:45 a.m.

8:42 a.m.    Tyson McGreer explained the drainage ditch with woodchips the city would like to implement.  This would be in the area of the old shooting range.    Commissioners would like to contact the Fair Board on their input. 

 

Unfinished Business:

Bonnie Appel went over final changes in the Personnel Handbook.

Commissioner Colson moved to adopt Resolution 2012-09 to accept the changes in the Personnel Handbook, seconded by Commissioner Deaver, roll call vote, 3 ayes, Resolution adopted.  All Elected Official signed off on the handbook and copies will be made to be distributed to all employees.

 

New Business:

Commissioner Colson moved to adopt Resolution 2012-05 requesting that the Nebraska Department of Roads withdraw the Elsie Northeast Project /STPE-1355 (12) from the Federal Aid list and have chairman sign. Commissioner Deaver seconded, roll call vote, 3 ayes, Resolution Adopted.

Commissioners signed the Annual Report of County Officers, Signatures and Seals, for the Secretary of State.

Commissioner Deaver moved to adopt Resolution 2012-06 setting the deputies’ salaries commencing with the first pay period in calendar year 2012, in all county offices.  Commissioner Colson seconded, roll call vote, 3 ayes, Resolution Adopted.

Claims submitted to the County Board were reviewed.  A motion was made by Commissioner Deaver to approve the claims, except the Deaver Computer claims, and to reject a University of Nebraska claim for $70.00 in Road District 3,  seconded by Commissioner Colson, roll call vote, 3 ayes, motion carried. 

Commissioner Colson made the motion to approve the Deaver Computer claims, seconded by Commissioner Pankonin, roll call vote, Pankonin, Yes, Deaver, abstain, Colson, Yes, 2 ayes, 1 abstain, motion carried.

Sheriff Brueggeman gave his reports. 

Commissioner Colson moved to approve the authorization for the Sheriff to purchase a new 2012 Ram Special Service Truck.  Commissioner Deaver seconded the motion, roll call vote, 3 ayes, motion carried.

Mike Dolezal submitted his reports.

Commissioner Deaver moved to allow the Chairman to sign the Noxious Weed Report to send to State.   Commissioner Colson seconded the motion, roll call vote, 3 ayes, motion carried.

 

10:38 a.m.  Building & Grounds

Rick Ochsner reported the cost of dead tree limb removal from the front of the courthouse. 

 

10:45 a.m.  Treasurer

Pat Kroeker requested transfer of funds.  Commissioner Colson moved to adopt Resolution 2012-07 to transfer from the County General to County Road, Chairman Deaver seconded the motion, roll call vote, 3 ayes, Resolution Adopted.

Commissioner Deaver moved to adopt Resolution 2012-08 to transfer from County General Fund to County Paving, Commissioner Colson seconded, roll call vote, 3 ayes, Resolution Adopted. 

Pat submitted the listing of CD’s and the Semi Annual Report.  An Occupation Tax Protest has been submitted in writing to the Treasurer’s office.

Chris Loeffler submitted her Ambulance report.  A refresher course is being considered on February 1, 2012 for the Planning Commission members.
