The regular meeting of the Board
of Commissioners of Perkins County, Nebraska, was held at 8:30 a.m. in the
Present: Commissioners James A. Deaver, Leon Pankonin,
Sid Colson, County Attorney Richard Roberts and Deputy County Clerk Barbara F.
Tines.
Chairman Deaver called the
meeting to order at 8:30 a.m. It was
announced that notice of this meeting had been published in the Grant
Tribune-Sentinel on July 15, 2010.
Chairman announced the location of the Open Meetings Act Poster. Commissioner Pankonin made the motion to
approve the minutes of July 6, 2010, published in the Grant Tribune-Sentinel,
Commissioner Colson seconded the motion, roll call vote, 3 ayes, motion
carried. The agenda was reviewed. A motion was made by Commissioner Colson to
approve the continuing agenda, seconded by Commissioner Pankonin, roll call
vote, 3 ayes, motion carried.
8:32 a.m. The old law books that have been declared
surplus and are in storage will need to be moved. Rick Oschner will
be authorized to find another location for them or find another entity who
would like to have them.
8:36 a.m. The Treasurer’s Office is
reviewing County Road Districts vehicles titles and license
plates. The road districts are asked to
find additional information requested by the Treasurer.
8:40 Commissioner Pankonin moved
to eliminate the position of Public Transit Director and Dispatch Foreman. Seconded by Commissioner Sid Colson; roll
call vote, 3 ayes. Motion carried
8:41 a.m. Chairman Deaver Opened Public Forum.
9:25 a.m. A motion was made by Commissioner Colson to
appoint Dave Jantzen for the Planning Commission Board
for District #1, term ending 2012, seconded by Commissioner Pankonin; roll call
vote, 3 ayes. Motion carried. Dave Jantzen
replaces Chad Rosentrater.
9:27 a.m. Revisions to the Public Transit Policy were
discussed.

10:00 a.m. Claims submitted to the County Board were
reviewed. A motion was made by
Commissioner Pankonin to approve the claims, with exception of the Deaver’s Computer claims and to table the Perkins County
CASA claim for the next meeting.
Seconded by Commissioner Colson; roll call vote; 3 ayes. Motion carried.
10:01a.m. Commissioner Colson
moved to approve the Deaver Computer claims.
Seconded by Commissioner Pankonin; roll call vote Pankonin yes, Colson,
yes, Deaver abstain; motion passed.
10:01 a.m. Sheriff, Emergency Management, and E-911
Jim Brueggeman gave his
reports. A motion was made by
Commissioner Pankonin to sign Code Red Services Agreement Addendum for
Emergency Management. Seconded by
Commissioner Colson, roll call vote; 3 ayes; motion carried.
10:27 a.m. Budgets were discussed
with Bonnie Appel. The budget for Public
Transit will be modified. Airline tax
monies for dispersal to the City will be put in the budget.
10:44 a.m. Zoning Administrator
and Transfer Ambulance
Chris Loeffler reported that the
Planning Commission was meeting.
10:48 a.m.
Treasurer
Pat Kroeker gave her report and requested
transfer of funds. Commissioner Colson made a motion to adopt Resolution
2010-18, transfer of funds from Inheritance Tax to County General. Commissioner Pankonin seconded, 3 ayes,
Resolution adopted. Commissioner
Pankonin made a motion to adopt Resolution 2010-19, transfer of funds from
County General to County Roads.
Commissioner Colson seconded; 3 ayes, Resolution adopted. Commissioner Colson made a motion to adopt
Resolution 2010-20, transfer of funds from Inheritance to County Fair. Commissioner Pankonin seconded, 3 ayes,
Resolution adopted.
Public Transit did not report.
11:15 a.m. Commissioner Colson
made the motion to adjourn meeting.
Seconded by Commissioner Pankonin; roll call vote, 3 ayes, motion
carried. The next regular meeting will
be held on Monday, August 2, 2010, at the Perkins County Courthouse in Grant,
Nebraska.
